The reason the number is only 4000 is due to a few issues. The major one is when you register for same-sex partnerships in Taiwan both partners must have the same address. The majority of gay Taiwanese live with their parents and cannot afford to rent(forget about buying) an apartment with their partners even if there are 2 incomes. This is due to the very low salaries and other basic living expenses. Many landlords who own apartments and rent out prefer cash only payments so that they can avoid taxes. So a record of an address would send up a red flag.Another reason is the culture of taking care of parents and supporting them financially and physically. That is expected of children regardless of their sexuality.
